The two unqualified beauticians in Gang Nam area, Seoul, accused of illegally providing semi-permanent makeup treatment by Seoul special judicial police at Jun 19, 2017.
Under the current law in Korea, the semi-permanent makeup such as eyebrows, lip-lines, and eye-lines should be treated by the qualified doctors at the medical institution. The one of accusers, Ji, had started the illegal beauty treatment business since 2008 and her customers are around 17,000 people during the time. She studied the beauty skill in Australia and China as well as she has been skilled with her hands in beauty. Also she got qualified nursing auxiliaries in 2010 to understand and extend the professional activity in medical filed.

The main markets of the accused Ji are at Sinsa-dong and Apgujeong-dong area where are famous in Korean beauty surgeries; mainly near plastic surgery centers or the offices in the centers which make the visitors feel it is the medical institution. The beauty treatments by the accused Ji were performed well - some celebrities are also treated by her - and on the top of it the cheap illegal treatment costs could be attractive to the potential customers. It is also alleged that she used the pigment for semi-permanent makeup which is included arsenic and lead that are 24 times over the limit. Her pigment, imported from China makes the color maintains longer than the qualified domestic pigment. Because of the illegal pigment some of customers had side effects like allergies and itchy.

She paid the costs of medicines and pigments by cash only. However the tipped-off from her customers who have side effects made her detained finally.
